XP Booting Error

Hi,

 

What is the best way to fix the following error. HP desk top begins to boot and stop at the following.

 

 

"Windows could not start because the following file is missing or corrupt

(Windows root) \system\hal.dll

Please re-install a copy of the above file."

 

I already tired recovery and that did not work.
