Full Install in Foreign Language

Hello:

I have Windows XP open license version. This is the "English/Multilanguage"

disc as well as the "Multi Language Pack". Can I use these discs to install

the OS completely in French? (That is, I want the user interface and applications

to use French.) If so, how do I do this? I don't see a point to select this

during install.
