Help!!! Psu Very Loud!! No Its The Cpu Fan!

Hi all, today I upgraded my PSU to a Tagan 480W (TG-480-U01) but it is extremely loud.

At power on, the PSU is fairly quiet but as soon as the OS is loaded (Vista Ultimate). The PSU dramatically increases in noise.

The PSU remains at this high noise*level (even when no application is run).

Any suggestions???
