Software restriction policy doesn't restrict

I'm testing a software restriction policy but for some reason it

doesn't restrict user as expected.

 

I've created an OU for terminal server and linked a group policy. In

the user section I have created a path rule under "User Configuration

\Windows Settings\Security Settings\Software Restrictions\Additional

Rules" restricting software from running on path "C:\test". So far

this works as expected, I can't run for example .exe files from that

folder.

 

However, if I try to run a help file (.hlp) which is in the list of

designated file types, the restriction does not apply and I'm able to

run it.

 

It seems that the designated file types list doesn't work. Any hints?

 

Environment: W2K3 Server SP2 Standard.
