Does Vista SP1 Fix the "Move" Button?

I can't install Pre-SP1 on this machine right now because I don't have the time to reinstall the entire OS when it goes live.

 

So a little question to the people who do have it installed - Does Vista SP1 fix the annoying "Move" bug that stops you from moving any custom windows (e.g. MSN Messenger, iTunes, etc)?

 

Exact bug:

- Open MSN Messenger Conversation Window

- Reduce its size to less than full screen

- Set the border to stylised

- Right click on the Conversation's task on the task bar

- Select "Move"

- Observe as Vista places the cursor outside of the border and nothing happens (Does Vista actually move the curse and click? Isn't there a better way?)
