The admin's start menu's shutdow is disabled, but when I login as a Guest, the shutdown button is there, nothing has been changed.

If you do as current user then it will be for the user you've logged in as. Go in as administrator, create the registry entries then use the Registry menu | Export Registry Key... Delete those entries in administrator, copy to guest desktop (C:\Documents and Settings\Guest\Desktop) & double-click them to enter them in the registry.
