Group Policy does not refresh -have to reboot

We have a Windows 2003 DC (also being used as a Terminal Server -ugh)

and we have setup an OU for our remote users and linked a GP to that

OU that we modify to permit certain functionality.

 

When we use gpupdate/force at a Command Prompt to update the GP, it

does not work. If we reboot the Server, the changes to the GP take

effect.

 

 

Does anyone know why this is?

Settings in the User Configuration take affect at the next logon, but changes

to the computer configuration take affect after a reboot.
