SetWindowsHookEx? FN+F# keys?

I am trying to figure out how to use SetWindowsHookEx to hook my keyboard in and use FN + the F# keys (or alternatively, Windows + F# keys?) that would carry out a certain action when pressed (such as FN + F12 ejects my CD, FN + F11 turns up my volume, etc. [maybe even with a little sound]), and to be done in the background.

 

But I do not know where to start.
