What's ALT Trace Tool?

After googling around I came to this:

which was pretty sketchy as to what it was, but led to this:

I was worried because it popped up in my* :\Downloads folder, where I put *everything* I download ready to filter into other files. Made me wonder whether I'd been hit by something :P

 

What I want to know is why have they suddenly popped up in my R-Click New menu, and why have they been created in some folders, without my knowledge?
