Creating Custom tag in HTML

Create Something called

 

Define TableBlock

 

and Use it in Upper HTML Block

Is this Possible, I know we can create our own custom tags but we can create them Just for defining the style not the HTML Block

Any HTML guru or .NET Guru how can I achieve this?
