permissions to log off a user

Is there a right or option I am missing that will allow a Terminal Server

user to log off idle users?

 

Basically, this is a case of a developer needing to update an application.

They find that someone is logged on and into the application leaving the

files locked. The developer is a member of the power users group, but that

does not appear to provide the needed privileges.

Give the user Full Control on the rdp permissions, in Terminal

Services Configuration - rdp-tcp connection - properties -

permissions.
