When they are auditing they (QA) move them from one folder to another to lock the file and keep the other users (Scientists) from making changes. They (QA() have always moved the file by right clicking and dragging it to the locked folder and selecting "move". They (QA) does that now and the file does not inherit the permissions of the locked folder, which makes it possible for the other users (SCientists) to make changes move or even delete the file. They (QA) have always done it this way and just recently noticed that the files are not inheriting the permissions.

Whether a move or copy copies security depends on where they're moving/copying from/to. If all the folders are in the same drive/tree, a move should be fine. If they aren't, a move will bring over the inherited permissions from the source. If this doesn't describe the situation, double check the permissions on the folders to check the inheritence settings.....
