DHCP reservations for all, and no spare/non-reserved addresses...but that sucks ____ and isn't very secure anyway as MAC addresses can be changed. High-end Ethernet switches can do a lot of this sort of thing for you - Windows can't. Nor can any DHCP server - it's first come, first serve.
