Win2003 user rights's permissions

Hi,

I have one "simple" question.

 

How can I set up permissions-rights's for one user on win 2003 that

will remotely connect to server and start only Internet Explorer. I

must denied access to all other thing, and to folders and files on

server.

 

I know that this is "peace of cake" on server with domain, but this

server is not part of domain.
