Having trouble creating application icon in VS 2005

I am having trouble creating an application icon in VS2005.*

 

Here is what I tried:* I used a freeware tool I found (Icon Sushi)* to build an ico file from a 24x24 BMP.** In VS 2005 I successfully added the ico file to the project resources by using "Add existing file".* The image that appears in the Resources tab looks right so I think the ico file is OK.* I then went to the Application tab and in the Icon pull-down I found my new icon and selected it.* But when I rebuild the app and the cab file, and install it on my iPAQ, it still has the old default application icon, which looks like an empty window.** What did I miss or do wrong?* The freeware tool?*
