Delayed Password Reset Prompt

I have a weird problem that I hope somebody can shed some light on.

 

I have a W2K3 SP2 Standard Edition DC and when I set the user account

option "User must change password at next logon" the user is not

prompted to change their password during the next logon session. I

must login at least once, then logout. The next time after the logout

I will be prompted to change the password.

 

Any ideas?
