Unable to activate a Terminal Server Licence server

I have installed the terminal server licensing server on a server running

Windows 2003 Standard Edition Service Pack 2. I open the Teminal Services

Licencing application, click Action and select Activate and nothing happens.

I have checked the Event Viewer and there are no error messages, any ideas?
