Having problems configuring MSN TV Tuner

I have downloaded an installed the MSN Remote Recording Service onto my Vista Ultimate PC.* (In fact, I've done this on 2 PC's, both running Vista Ultimate, to test this out.)* Then I started the process of trying and to get it to work, so I can download a TV program over the Internet and watch it later.

 

However, here is where the problem starts.* According to the instructions when I downloaded MSN Remote Recording Service, I have to configure the TV tuner and that requires test it.* For a Vista Home Premium or Vista Ultimate PC the instructions to configure the TV tuner are as follows (straight off of Microsoft's website):

 

 

1. On the Start menu, click Tasks
   
2. Click Settings
   
3. Click TV
   
4. Click Set Up TV Signal

 

I get stopped on step #1.*

 

There is NO "Tasks" on any of my Vista Ultimate machines under the Start menu!

*

How in heck am I supposed to set anything up if the instructions are wrong???????* I can not read minds, I do not know where the Settings | TV | Set Up TV Signal dialog is supposed to be under this missing "Tasks" option under the Start menu.*I would appreciate knowing what it is these instructions are supposed to mean/say, so that I can actually setup and configure MSN Remote Recording Service and TV Tuner.
