CANNOT ACCESS CONTROL PANEL

I cannot access the Control Pane, everytime I tried to

click on it and the restriction pop up window is:

"This operation has been cancelled due to restrictions

in effect on this computer. Please contact your system

adminstrator". I even logged on as Administrator in

safe Mode. I also tried system restore but

same problem I'm the only one this computer. This issue also

prevents me from adjusting Date/Time on Taskbar

and I coudn't click on Add/Remove Program, View System

Information under My Computer. All of these problems

have giving me that same error due to restrictions. I

need help, I've been trying it for a whole week

now. Does anyone know, please help. I've been on Microsoft

Website, Dell page, surf the web but I haven't seen a

solution to this issue without considering ReInstall

WindowXP.

You are locked out by domain group policies. Depending on how the policy was

set up [i.e. by user or by computer], even the domain admin can't get in.

Can you use Regedit?

(Start-Run-Regedit)

 

If so, look at the key:

HKEY_Current_User/Software/Microsoft/Windows/CurrentVersion/Policies

Look for "NoControlPanel" and remove it.

 

NoControlPanel prevents Control.exe, the Control Panel executable

file, from starting. As a result, users cannot start Control Panel or

run any Control Panel programs Prevents Control.exe, the Control

You should also investigate the virus or malware that probably added

the restriction.
