ok, my brother and i can't seem to agree on this and Google is not helping me at all. I say if i get a 650W PSU, thats good for the 8800 GTS. but he thinks it needs to be a 750W to 800W PSU. I think thats over kill and i really don't want to spend money on something i really don't need. (or in this case money i really don't have.) so does anybody know?

a 650 watt will be absolutly fine...but your brother is right the more wattage on ya psu the better really.....if you have not good masses of hardware in your pc..then 650 watt is more then fine.
