Our vendor, Ingram Micro, claims that there is a minimum purchase

amount of 5 Microsoft Terminal Server Open Licenses. Can anyone

confirm this? Perhaps this is a policy of Ingram Micro and not

Microsoft itself? Thanks.

Ok. This doesn't answer my question. Does anyone know anything about

licensing Terminal Services? Can they provide me with a clear,

concise answer?

Did you check the URL that Rob supplied?

The answer is to your question is stated in the very first

sentence:

Microsoft Open License is a Volume Licensing program that offers

discounts off the estimated retail price of full packaged products

and is designed for your small and midsize corporate, academic,

charity, and government business customers with between 5 and 250

PCs.
