Spam Button: The anti-troll or just for googlejuicers?

Spam, Spam, Spam.

I guess the definition of spam is rather vague. I check my e-mail box, I find something there I didn't ask for that is annoying, it's spam. In this context I guess spam would be anything anyone finds offensive or irrelevant. So, by that definition, this post is spam to someone, and I will go ahead and mark it as such.

Moving past that I guess I'm at a loss as to what the spam button is supposed to be used for. Is it just for the google juicers trying to sling junk. Or can we also use it as troll retardant?

If Duncan or Charles could lay down some kind of best practice here, or at least a guideline, I would appreciate it. What do other niners think? Should it be used just for ad spammers, or for trolls and irrelevant content (A !, Raymond, Corona, Shooby, etc)?
