I found the WSUS home page at microsoft.com and it has a download button.

Are there any licensing requirement (ie: expires after 30 days) or software

fees for WSUS, or is it free?

Nope, it's free. Make sure you use 3.0 SP1 as it is so much more

feature rich than 2.0 WSUS.
