I was having some problems with IsWellFormedUriString where it was saying "index.shtml#foo" wasn't a valid URI, even though it is.

 

A quick google showed this MS Connect entry, I've just added my own verification (and a workaround) and the entry is closed as "By Design" with no explanation. Can anyone else confirm or offer any explanation?
