Developing Silverlight w/o VS2008

I don't have VS2008 at my new job, but I would like to work with silverlight as an possible medium of presenting videos. Is there another way to develop silverlight without VS2008 that isn't a complete headache? I found out today I cannot use the Expression versions to develop Silverlight apps, so I'm kinda sitting on my hands right now...
