Hello and welcome.

 

My first thought if you have a webcam reinstall its driver and software and see if that resolves the issue.

 

Also try click start/all programs/accessories/right click on command prompt and choose run as admin.

 

Type in command prompt window and type sfc /scannow and hit enter on your keyboard.

Thanks for your help, i did as you suggested but the scan found some corrupt files that it could not repair, which ones they were i do not know, do you know how to locate these files and repair them.

I have a system restore installed but i have tried that as to the 2 you suggested no i dont have either.
