PC Doesn't Boot UP

My PC won't boot up.

I am running Windows 7 Ultimate.

I see the bootup screen (With the F2 and F12) options, and then a black screen comes up with a flashing underscore. I can then make no progress from that point.

I have access to command prompt through a CD, if that would help.

My apologies.

I am running on an Acer Aspire. I made a change by installing some software. On restarting, it didn't boot up properly. I have two options.

I can reinstall Windows 7 or restore to factory settings.

My problem is that I do not want to lose my files.

Like I said, I have Command Prompt on a disc, if there is anyway I can copy to an external hard drive.

Are you able to boot into recovery console and use a repair install?

 

The blinking curser can indicate a damaged hard drive.Does your HDD show in BIOS?
