xp niggle

whenever i restart xp service pk3 i end up started but on the desktop is a open window C/program file/ Belkin containing icon belkin wireless network utility which has started. it seems to be the last thing on the start up program comes up last

i then have to close the window the pc started normally

how do i stop this window opening

tried msconfig , startup folder

 

also have a icon on desktop config.bin can i delete this
