Problem with WinHttpAutoProxySvc service?

What does the service WinHttpAutoProxySvc on Windows 2003 do?

 

Recently, my colleague reports that our CAD system (the Police things was

"freeze -the clients stop responding and need to wait for about 15mins".

According to his info, each time the CAD cliients freeze happening were at

the moment when the service WinHttpAutoProxySvc starts and stops for 15 mins.

 

I checked on the service and it was set to manual tough. But why does it

still run? What triggers it?

 

Does this make sense?

 

My another irrelevant question is... will all the domain users interrupted

when a DC (the only single DC) reboots?
