Customize on Taskbar Options Grayed Out

When I right-click on the Taskbar, the customize option is grayed out. How do

I get around this. There was a tip in the Microsoft newsletter about

customizing and organizing the Taskbar area.

If you're on a domain or otherwise locked-down computer, this may not be

available.
