Without giving them administrator permissions, I cannot get them to connect. I have followed http://support.microsoft.com/kb/842072 and this does not work. Ultimately I would like to deploy the admin tool and have people connect without being local admins.

However, the result failed with "cannot connect". If there is any misunderstanding, please let me know. I also tested the workaround included in this article in my environment, and I encountered the same problem as yours. I found this entry in my event viewer " The application-specific permission settings do not grant Local Activation permission for the COM Server application with CLSID to the user WINSRV2003-04\a SID (S-1-5-21-¡..). This security permission can be modified using the Component Services administrative tool." I research this error message and got to know we should also grand this user the activation permission of Windows media services. Please navigate as following to grand this permission: Click Start, point to Run, type dcomcnfg, and then click OK. Under Console Root, expand the following nodes: Component Services ->Computers ->My Computer ->DCOM Config and Locate and right-click the Windows Media Services component, point to Properties, and then click the Security tab. Under "Launch and activation permission" to grand the target users the activation permission. By doing so, if this error message still displays, please enclose the corresponding system event log with error messages and post back. Thanks. I hope this helps.
