Is there a way to have Windows Explorer open to a user defined settings?

eg I'd like it to not open with the My Documents folder open, but instead

open with all the drives in My Computer listed.

Sure. You can use command line switches in a shortcut. Look for the

following article at the Microsoft website:

Command-Line Switches for Windows Explorer, Article ID:130510

Umm... just a WAG, but I think that's is what "My Computer" is for. It

opens Explorer, showing all of your drives... and more
