Per user CALS, temp per device being issued

I have a Small Business Server 2003 network with a Server 2003 Terminal

Server member server. I have the Terminal Server licensing server installed

on the SBS domain controller and it was activated there. I also installed 5

per user TS CALS on the SBS server through the Microsoft license clearing

house.

 

I have logged on to the Terminal Server several times during the

configuration process as the domain administrator. I have used the SBS

server, my notebook and a remote workstation to log on to the TS. In each

instance, I logged on as the domain administrator I see that four temporary

device licenses have been issued that expire June 8. I am confused.

 

I purchased user CALS and have not even set the users up yet. The licensing

server shows 5 user CALS available and 4 temporary device CALS issued.

 

Do I have a problem here?

Addendum:

 

I changed the licensing to 'per user' in my TS Configuration properties.

Now I will override the license server discovery process with a registry

edit and hope for the best.

In Windows Server 2003, there is no support for Per User CAL tracking.

Hence in License Manager you will always see 5 Per User available CALS.
