Is my processor only running at 1/2 speed??

I just upgraded the memory in my laptop to 4 Gb.

 

After I booted into Windows, I went to Computer properties to see how much memory Windows was able to see, and noticed that it looks like it is reporting that my processor is only running at half speed?

 

 

Notice it says 1.66 Ghz then below it, states: 980 Mhz...

 

What's up with that?
