NTFS Map or Location Drive

A PC I am working on has the local disk set to (E:) which is generally

the removable drive. The (C:) is set as the local drive but some how

both drives have the properties of a removable drive, hence unable to

load programs or extract as properties are not correct. How are these

adjusted? Your help is appreciated.....
