WSS V3 "View Sites and Workspaces" - problem with upgrade from V2

I have upgraded from WSS V2 to WSS V3 and all is fine except:

 

In WSS V2 "View Sites and Workspaces" refers to

_layouts/1033/mngsubwebs.aspx?view=sites

 

In WSS V3 "View Sites and Workspaces" refers to

_layouts/viewlsts.aspx?showsites=1

 

If a user with Full Control logs in, all of the old links to "View Sites and

Workspaces" still work fine. But Readers/Contributors are rejected.

 

Why is this?
