We have 2 application servers with Windows 2003 R2 with services activated

terminals server as application servers.

when implemented a session with a remote desktop computer that has Windows

Vista in portuges, in the remote desktop session I select the default locale

You can use setlocale utility to set per user regional settings on server.

You can appl to the default profile settings and then change per user.

You can try to change in registry per every user.

Regional settings are user based. They're stored in the registry in

"HKEY_CURRENT_USER\Control Panel\International" in an item called "Locale".

For Portuguese the value of Locale is 00000816 . Date formats are stored

in the items "sLongDate" and "sShortDate".
