Allow a non-administrator to reset TS Sessions

Is there a way to control who can reset terminal services sessions

granularly? I would like to allow an otherwise standard user permission to

reset other user's sessions. I specifically don't want this user to have

permissions to install software on the system.

By default members of rdu group have permission to reset session.

To set more permission choose in terminal services configuration permission

tab, advanced, then choose RDU group then edit permissions.
