HTML Help Image Editor not appearing in Programs on Start Menu

I am using Windows Server 2003. I really like the recently used programs

section of the Start Menu, but I notice that certain Microsoft applications

do not appear as they should. My understanding is that as the more an

application is used, the higher it appears on the list. I use Microsoft

Visual Source Safe and Microsoft Visual Source Safe Administrator quite

often, but Administrator keeps dropping off the list. I have even removed

items from the bottom of the list until it appears again, but then it

disappears the next time I look for it.

 

I also have determined that HTML Help Image Editor NEVER appears on the

recently used program list. Never. I have removed every item from list,

opened HTML Help Image Editor 10 times, then rebooted. It does not appear on

the list. Does anyone have an answer as to this behavior?

 

I like the "Pin to Start Menu" option, but I don't want to do this for every

application. The recent programs feature works well, since the more I use an

application, the more likely it is going to be on the Start Menu, but I can't

explain why these two applications work this way.
