How to find out ISP's throttling internet connection? Or is it Windows version related?

Hi,

 

 

I having trouble with internet connection on Windows 7 and Office 2007. I tried several tools like;

 

 

Speed Test by Measurement Lab

 

Speedtest by Ookla - The Global Broadband Speed Test

 

Speed Test by IHT – Check Internet Health Online by Broadband Connection Stability Diagnostic Tool

 

 

to see whether I will see conflicting results, but they all returned identical results, accept Ookla's test tool's jitter and ping values. Is this someting related to the Windows and Office version I use? Should I upgrade to the latest version? Or should I update network device drivers?
