XP Active Window

Is there any way that I can have the "active" window NOT be on top of all

other (inactive) windows? I would like to have portions or all of an

inactive window visible on TOP of an active window. This is a capability of

some (unix) X-windows shells and I would love to be able to do it when using

XP.
