IE7 Target Frame for new tab?

I've been searching, with no luck in finding the correct answer.

 

I want to add a target frame that opens a new tab for IE7*& FireFox users, or a new window for other 'non-tab' using folks.*

 

New window =* no problem

New tab = I don't have a clue.

 

Anybody have this one figured out?
