Most likely you have some third-party customization in your Control Panel

that isn't compatible with XPsp3.

 

Just to be clear about your symptom. Does it still occur if you open Device Manager

directly? (E.g. use Run... devmgmt.msc )

 

FWIW what I would try to do is run ProcMon to get some clues about

what is loading when you try that.

 

Alternatively see if you can avoid the symptom by booting in VGA mode.

E.g. find a boot choice which shows /basevideo in its OS Load Options

(as shown by bootcfg). Or make one which does that using that tool. ; )

 

BTW MUC is not the best newsgroup to try to diagnose such symptoms in. ; )

Were any Norton 'products' actively monitoring the system when SP3 was

being applied ? If the answer is yes, then see the post by MRFREEZE61
