Windows 2008 Server will not let any users change there user account

picture,

It says could not apply to profile.

Pleas help.

Maybe this helps you for non domain machine:

Scroll down to "Changing the picture on the Logon screen"

 

For domain user check GPO setting:

Computer configuration,Policies,Administrative templates,Control panel,User

accounts, in the right pane "Apply the default user logon picture to all

users"
