Wait for network GPO not working as expected

I have an environment with a number of Windows XP SP2 laptops which autologon

at boot. Frequently, the wireless network is not available at the point where

the autologon takes place, resulting in an error message that the domain is

not available.

 

We have tried setting the "Administrative Templates\System\Logon\Always wait

for the network at computer startup and logon" in group policy, but it does

not appear to be helping. Is there a way to ensure that the network is up

before the system attempts to autologon? Is the policy not working properly,

or does it not actually do what we expect? What we expected was that the

system would not give the logon prompt until the network is actually up.
