Is there a way to truly lock desktop icons?

I'm running Windows XP, Pro and was looking for a way to lock all

desktop icons so that people cannot change, rename, re-arrange, delete

or add icons but can click on an icon to open the related program. I

tried a download called Icon Restore but it doesn't work well when you

have a lot of icons. (I only have about fifty-five.) Any help would be

appreciated. Thanks..
