USER32.dll Relocated - XP Service Pack 3

There have been several postings in these Discussion Groups about user32.dll

being relocated.

 

The solution suggested has always been MS Knowledge Base article 935448

-http://support.microsoft.com/kb/935448.

 

That solution is only relevant to XP SP2, and I am receiving the message

after updating to XP Service Pack 3.

 

Does anyone know of a solution once a user is at XP SP3 release?
