reinstalling windows xp professional

My computer has crashed and won't reboot. If I reinstall xp pro over the

previous installation, will it wipe out my outlook express folders and data?

 

Do I have to download and install service paks 1 2 and 3 or is 3 inclusive

of 2 and 1?
