Terminal Services, why is the clock being removed? GPOs?

We have a terminal server set up, every single policy we have has

"remove clock from task bar" set to disabled, the policies were

forcefully updated (gpupdate /force) yet still the clock is missing on

the task bar when a user logs on. Anything else I can check here?
