Although no programs appear to be using it I get a message saying "one or more programs is using this device . . " when I try to safely remove it by clicking on the icon in the system tray. Is there a program that will find out what is using the drive so we can stop it? --

Just run it again if you need it. It is program for Nero to enable dragging and dropping files to copy. Its essentially a replacement for the 'safely remove hardware' feature. I downloaded a process watcher and found the application that was using the drive - PC-Cillin. I was able to able to remove the drive after switching this off.
